 Judgment (Ethiopia): 18:1-6

World Empire (Israel): 18:7

"At that time a gift of homage will be brought to the LORD of hosts ... to the place of the name of the LORD of hosts, Mount Zion" (18:7)

It sounds like some nation (Israel?) will conquer Ethiopia and Ethiopia will become subject to Israel, bringing a gift of homage to Jerusalem.

Also, there are lots of banners and standards in Isaiah: "As soon as the standard (or banner, נֵ֤ס) is raised on the mountains, you will see it, and as soon as the trumpet is blown, you will hear it" (18:3). The signal of a conquering army about to conquer. (See also 5:26 and 11:12).

"As soon as the trumpet is blown"--the last trumpet in the NT:

"And he will send out his angels with a loud trumpet call, and they will gather his elect from the four winds, from one end of heaven to the other" (Matthew 24:31).

"Behold! I tell you a mystery. We shall not all sleep, but we shall all be changed, in a moment, in the twinkling of an eye, at the last trumpet. For the trumpet will sound, and the dead will be raised imperishable, and we shall be changed. For this perishable body must put on the imperishable, and this mortal body must put on immortality" (1 Corinthians 15:51-53)

"For the Lord himself will descend from heaven with a cry of command, with the voice of an archangel, and with the sound of the trumpet of God. And the dead in Christ will rise first. Then we who are alive, who are left, will be caught up together with them in the clouds to meet the Lord in the air, and so we will always be with the Lord. ..." (1 Thessalonians 4:16-17).

"Then the seventh angel blew his trumpet, and there were loud voices in heaven, saying, 'The kingdom of the world has become the kingdom of our Lord and of his Christ, and he shall reign forever and ever.'" (Revelation 11:15)
