Future Restoration/Kingdom of God (Judah): 40:1-31
"All the nations are as nothing before Him, they are regarded by Him as less than nothing and meaningless" (40:17).
Chapter 42
Future Restoration/Empire/Kingdom of God: 42:1-4=13 Future Judgment (Israel): 42:14-25 "He will bring forth justice to the nations.... He will faithfully bring forth justice.... He will not be disheartened or crushed, until he has established justice in the earth" (42: 1-4). "A bruised reed He will not break" (42:3). None of this sounds like the reign of usury. "I will appoint you as a covenant to the people (Israel), as a light to the nations (the Gentiles)" (42:6).
